Major Stringing, Globing and Rough Top Surface
As the title says, I am having major stringing and globing issues. Not only that, but the top surfaces are really rough. My printer was working fine when I first got it but now after running through 4 different rolls of filament. I decided to tune up my hot end. I replaced the heat break, the heater block, the nozzle and the PTFE tube. Afterwards, I leveled the bed and now I am having issues Any suggestions?

There's really no need to do all this after l only four rolls of filament. I can't really tell from the picture but I'd double check that the hotend is correctly assembled and not leaking.

Put it all back the way it was?
I agree with @fuchsr, your hotend/nozzle assembly is suspect.
