Would it be safe to replace the 12V on/off  60mm fan  (17cfm), with a 92mm pwm fan(46cfm), and run the fan at a low PWM, so it is always running, and have the Meanwell temperature controlled on/off 12V fan power also connected to the fan (via a diode!), in case the PWM % power is set too low?

Just use something like:  https://www.thingiverse.com/thing:3197058 (92mm) or https://www.thingiverse.com/thing:3406054 (80mm) with a "silent" fan and let the Meanwell drive it directly.  You won't be able to hear it.  I use the latter with an Arctic F8 Silent (15.1CFM) and it is silent sitting on my desk, two feet away.  Keep the power supply plenty cool.

No need for the complexity.  An 80mm, 15.1CFM fan keeps the supply plenty cool.

I use the 80mm plate with an Arctic F8 silent and let the power supply drive it.  It's effectively silent sitting on my desk, two feet away.

Unless you want to figure out what the Meanwell fan connector is and order one, you will have to splice the Meanwell connector onto your new fan.

I have not received my LRS-350-24 PSU yet, so is there  two pins on the PSU motherboard for the 12V fan?
