Over Extrusion? - At top Shells

This part is Matterhackers NylonG (Glass Filled), the issue is not warpage causing layers to pile up since the part stayed down on the bed. There appears to be over extrusion on the top solid horizontal shells that presents itself as this bulge out and rough surface on the outer vertical shells. This happens lower down on the part before it transitions to infill and then again when it caps off the infill. Im not sure that this is over extrusion but im not sure what else it would be, the part that confuses me is that it does not seem to be over extruded at other layers and the top shell does not look to be over extruded. Any ideas??

Search for buldge (yeah the spelling is deliberate). Real common problem that looks like it’s accentuated by the unusual material.

I was worried this might be the dreaded "buldge" problem. I wasn't sure if this was a specific thing with the filled material or if it was "the buldge".......well at any rate thanks for the comment
