Filament blobs on nozzle

I have had the plastic build up on the nozzle. Basically the plastic extrudes out of the nozzle, comes out of the nozzle and sticks to the bed. Then as the nozzle moves alongside it, the previous line of extruded plastic peels off in the middle, and sticks to the nozzle. The first layer sticks well, in fact too well for me to remove it sometimes, and it is bumpy and not consistent. The blob on the nozzle then deposits on the solid layer, and the nozzle crashes into it. I have tried a new nozzle, it worked fo the first print but back into this state. By the way, I am using genuine E3D nozzles. This doesn't make the print fail, but it just leaves me with a horrible bottom surface.

Sounds like your Z offset is too low and needs to be raised.

It doesn't seem so, I tried different offsets and this offset gave me best results according to the handbook.
