Running an MK3S with 0.4mm nozzle. PETG

Can anyone tell me why my first layer is so stringy and thin in some sections and not in others, per the attached image?

Looks like you need to adjust the live-Z to be a lot lower.

How do you adjust z? Is it just the first layer calibration?
