Horizontal banding with most PLA filaments
Recently I have started to have really bad banding issues with most PLA filaments. I am not sure if it happens on PETG because my mini just is terrible at printing PETG.
What troubleshooting and tweaking can I do to fix this issue?

Sorry for late response, but your bed seems not to be washed for rather long time. Is this really original Prusa sheet?

My first suggestion is that your filament is wet, try drying it or use some new filament fresh out of a vacuum packed bag.
