PETG permanently adhered to textured PEI sheet?

Has anyone run into this failure mode before?  I was printing an octagonal first layer to dial in my z offset and I came back to what looked like a bubble underneath.  I thought it hadn't stuck to the sheet but it's just the opposite, the PETG completely fused with the plate in that spot.    Already ordered a new one because it ain't coming off.  Curious if anyone else has run into this since my Googling didn't seem to indicate it was a problem:

try dribbling IPA around the patch, let it soak a while, then try gently removing the patch again.

This actually helped a bit! I was able to get more of a chunk off but there's still some debris around the edges.  Probably still a goner bit it did help get some up.

try putting the build placte in the freezer for 5 minutes, and try removing again. if it still doesn't release, offset a small test print so it doesn't clash with the patch, , then print the test print, hopefully the blob will not interfere with Mesh bed levelling, a

and when you finish the test print let the build plate cool naturally, then try removing with IPA again.

I'll give that a shot, do you have any idea why this happens?  PEI coating breaking down maybe?
