clearly PLA was not the right choice - what filament do you recommend?
I printed a bunch of these using PLA:

and they looked great until yesterday where I live it reached over 35 degrees celsius and this happened:
Also, it gets very cold where I am; -30 degrees celsius or below.
While I suspect it would be better to print with a lighter colour, I would like to print in black so to that they look good on the fence.
I have a MK3S, what is the best type of filament should I be re-printing them with?

PLA is a great kind of filament.
But not suitable for outdoor use.
The material cannot withstand high temperatures and UV rays shining through the sun nicely in your garden.
I think ASA, ABS or nylon are better suited for your object.

Even PETG is a lot better suited for outside use. I have several PETG prints that have been outside for years and get quite a bit of direct sunlight, like a weather station, a bird feeder, some attachment brackets etc. and they show no sign of degradation so far. PETG is also easier to print well than ABS/ASA.

I can also recommend PETG, but black might be pushing it because of higher heat absorbshion. Try one and test before committing to the lot.

PETG, PETG-CF, ASA, ABS, etc. all good choices. See the Prusa materials table for details: https://help.prusa3d.com/materials

I use ABS or ASA for items that will be used outdoors or in a hot car.
PLA will most definitely sag.

For this sort of job I've recently been using: https://3dtomorrow.com/product/3dtomorrow-biopro-3d-printer-filament-1kg-1-75mm/ It stands up to heat and UV well.
'though in your case PETG might be enough if you can protect it from UV, a good quality paint is your best protection but you will need a primer suitable for PETG.
