Is stringing due to nozzle issues or wet filament

I recently reassembled my hotend to fix a leaking nozzle. My prints were coming out stringy before and still are, is this due to wet filament or could it also have to do with heating issues in the front end? To try and disprove the heat issue I droped my printing temperature from 215C to 207C. Here is a picture of a that print stopped midway though, as well as a photo of the nozzle. A thing to note is how any filament that falls out of the nozzle that I try to pull away strings a crazy amount. This makes me think that it is a problem with the filament being wet.
