PrusaSlicer 2.9.0 multimaterial prints have an unattached layer floating above the wipe tower?

I've noticed since I started using PrusaSlicer 2.9.0 that after slicing a multimaterial print I always see a layer floating above the wipe tower at the same height as the final print height. Is this expected, or is it a bug?
