Is it possible to have two different infill percentages?

I'm trying to figure out a way to change the infill density in the middle of a model/print.  For example, I want the bottom half of a model to have 15% infill, and the top half to have 100% infill.  Is this possible?

Yes, you can do this with a modifier mesh or a height range modifier. See https://help.prusa3d.com/en/article/modifier-meshes-custom-supports-and-other-magic_114258

That should possible by inserting a modifyer (p.e. a slab and changing the infill pattern and/or density)

I'm using this when I place inserts by heat and would like to have a reinforced area for the screws and inserts

Thanks.  I knew there would be a way but I couldn't figure it out.  The modifier is what I needed.
