Hole diameter and extrusion width

For holes in the horizontal plane, what part of the extrusion width does the slicer try to match to the required diameter?  It seems like having it match the inner edge of the extrusion would be ideal.  I used the measuring tool to measure one of the holes in my project.  See attachment.  The dimension which matches the diameter specified in the stl file seems to point to the outer edge of the extrusion.  Should I infer from this that the slicer matches the outer edge of the extrusion to the specified diameter?  My printed hole diameter was two small by roughly one extrusion width, which would imply that the slicer matches the specified hole diameter to the center of the extrusion.  Does anyone have any insight on this?
