Exterior Bulge Corresponding to Internal Cavity

I have a relatively simple model.  It's basically a rectangular bar with a roughly rectangular depression in the top.  At the height where the internal cavity begins, the exterior bulges out by almost 2/3rds of an extrusion width.  I'm using settings that have worked fine on lots of other models.  If I print the SLT using Simplify3D, it comes out fine.

I have been 3D printing for about 5 years, and I've never seen this sort of behavior before.  I've only started using PrusaSlicer in the last 6 months or so, so I'm not super familiar with it.  I have no idea why it's doing this, or what setting might cause/fix it.  I suspect it may be a subtle bug that is somehow being triggered by my model.

I tried to add some images, but that didn't work.  I've attached a composite image that shows what is going on.

Does anyone know how to fix this?   If the consensus is that it's a bug, how do I report it to the developers?

This is a well-known phenomenon, with more than 20 pages of discussion in this forum.

TL;DR: Many suggestions, no universally applicable solution.

I looked through most of the three threads, and I've tacked my input onto Thread One (the big one with 22 pages...).  I'm amazed this has been an issue for as long as it has.

In any event, I will continue any further comments or results in the big thread.

I know the PrusaSlicer team has (thankfully) focused on issues such as improved supports. I hope they have some breathing room soon to look at the bulge issue.  I just can't believe this can't be tackled by a combination of slicer and firmware improvements.
