Arrange function in PrusaSlicer 2.3.0 is better, but can still be improved further.
I just tried out the new arrange function with rotation and it's a lot better than before, could still be improved.

Yes, the Prusa developers even agree with you - https://github.com/prusa3d/PrusaSlicer/issues/3268
Your manual arrangement is using part within part nesting. tamasmeszaros mentions in that github issue that its part of the eventual plan but it hasnt got the green light due to other priorities.
