try adjusting extrusion widths. small objects can be difficult.
did you try classic perimeter generator?
if you still have issues, please attach the model as a zipped project file!
so we can have a play, rather than just guessing!

Classic generator works well for this case but ı was wondering if there is a way to do this using Arachne generator. Because ı find Arachne more successful in many situations.

Hi,
Printing an item this small with a 0.6mm nozzle, is a bit ambitious. using a 0.4mm nozzle may give better results. however looking at the situation with the 0.6mm nozzle,
the biggest gaps on your model, are on the first layer where the root of every tooth, has a gap.
the first layer currently has elephants foot correction set to 0.1mm, if you turn this off, (Set the value to 0.0mm) the gaps at the roots of the teeth fill in.
if you turn on, staggered inner seams, it stops the inner and outer perimeter seam position being on the tip of the same tooth.
if you use Random seams instead of rear or aligned, you will spread the seams around the teeth instead of concentrating them on one tooth
If you increase the number of top and bottom layers to fill the entire model (14 layers in this case) the hub of the gear will be filled instead of hollow.
unfortunately, with the 0.6mm nozzle there is little hope of filling the teeth of the model except on the top and bottom layers.
Maybe other folk can make additional suggestions.
