Bad translation/slicing

Here is the image from OnShape.  To put this in perspective, the large holes are ANSI #6.

The clearances for for two solder lugs.  However, if I export this to STL and import it into PrusaSlicer 2.7.1 I get the expected

Looks good so far.  Now, I slice it using two filaments (one will be dissolvable filament) and I get the following:

The blue filament is for the support filament, and slicer takes advantage of the holes to place the organic supports.  That's fine. But notice that it has used ordinary filament and not given me the clearances I want.  I was hoping that by specifying supports in a different filament, I would find those three outer lines would be supports, but they are not.  They fill in an area I need to be open (note that they are snug against the #6 hole whereas my drawing shows clearances).  Why is this?
