Combining full soluble and soluble interface

Hi,

Is it possible to combine soluble interface (say for the lower 60% of a print) and full soluble (for the top 40%)?
I tried adding a modifier object in Slic3r, but I can't change support settings.

I hope anyone can shine a light on this for me. Thanks in advance.

It's a lot of work, but you could make manual supports for the external bits, leave a small gap, and then let all supports be soluble. Draw a cube, subtract your part from it, trim off the excess, and hit slice?

(I've asked for this feature here and on other slicer's forums as well. The Ultimaker guys at least took the trouble to say why it was hard to do.)
