Just the slightest bit rough

This is aggravating me to no end. The X and Y surfaces are not smooth but just barely. Like you can run a finger down them and you can't really feel anything wrong but there are obvious bands that you can see visually and it didn't use to do this. Like literally you can run a fingernail hard down the print and not catch anything.

I've checked X calibration and Y calibration. I reset Z calibration. I'm looking for ideas because its just the tiniest bit off and I'm unsure what I need to tighten up.

A few things that I know of that could cause this.
1) Fluxuating temperatures (run the PID calibration)
2) Filament spool not free to unroll (uneven resistance as it unspools)
3) Need to calibrate the extruder (search this forum).
