Underextrusion with infill on first layer

It doesn't happen (or isn't as bad) with a different PLA.
I don't know if I can increase the temperature or if that would fix it. The full treefrog I printed with this PLA had a very ragged underbelly.

My retraction settings were too high. I reduced the distance by 0.5mm and that fixed it.
