two rolls, one bad?

 ​I've been using Prusament filament from when I first got two I3 MK3S printers. I recently got 2 rolls of vanilla white PLA and ran most of it on the CraftBot XL FLOW. I needed to start an 18 hour print so switched to the second roll. It will not stick and or wads up and gets drug around. I tried it on both of the I3 MKS printers and got the same result. I then put the first roll back and tried thinking the file may be corrupt and it worked as expected. I then tried the first roll on both of the I3 MK3S printers and both were perfect. Is it possible I got a bad roll of filament?

Clean bed with dish soap.

Make first layer 100%.

As extra you can try, more heat on bed, more heat on extruder during first layer, first layer slower, clean nozzle before printing.

Water in filament? dry it in a oven.
