Under extrusion with .6mm nozzle?

I am using a .6mm nozzle and I cannot get my top layers to connect around edges. I have used the default profile in Slic3rPE for .6mm nozzles along with turning my extrusion multiplier to 1.02. This is an RC bumper at 100% infill. I first tried NylonX with the same issues so I switched to Inland PLA+ to dial it in. But i get the exact results with pla. I tried different infill patterns too.

Results (check the perimeters and around the bolt holes) The gaps.

Here are the print settings:

I've been able to resolve such problems by adjusting Print Settings->Advanced->Infill/perimeters overlap to 50% using a 0.60mm nozzle. You've got it set to 25%, the default.
