Strange top surface

Hello guys!

I have a problem with printing a small 3D model of a tree.

First of all, there is a strange line on the top surface of my printed model and I cannot understand why. I can feel with my finger that there is one higher line than the others from the top surface. Why? Please check attachment no. 1

Secondly when I have those narrow areas on my models, I always have this situation with that "melted" effect in that area. I tried to reduce the Top Solid Infill speed to 10 mm/s in Slic3r but nothing. How can I fix this? Please check attachment no. 2

EDIT: I forgot to mention something. I used PLA Extrafill from Fillamentum @ 200C during my printing.

If the first layer is ok,Try reducing your extrusion multiplier by about 5%
The slicer algorithm divides the top infill into a number of areas, often starting at a change in surface geometry. Probably the corner at the left hand end of the line. It completes the first area then prints the next area. If you are over extruding Where the two areas butt up together the fresh soft filament tends to pile up along the edge of the old cook filament. Causing a line.
