I would guess under extruding, what does the the bottom side (first layer) look like?

what do you use to set yorf first layer Calibration?
I use "Life Adjust 'Z' My Way"
Also, you could try increasing the overlap in "Print settings> Advanced> Overlap" in Slicer

If that is the first layer you need to bring the hotend down a little to quash the filament down more,try this.

My advice would be for "Prusa PLA" turn the nozzle temp to 220 at least, don't use standard 215c in profile. It also appears from your Photo that your first layer could be a bit high, try lowing it a bit before you try the overlap settings.
don't try to do all of these things at the same time try one see how it reacts and then try another.

I've seen this, and adjusting live-z should help, but what I found to be a great solution is to print with PETG on the textured sheet instead. You get a real cool textured surface and no holes.
