Problem with bulging lower layers

I have problems printing a part where all prints come out with the first layers bulging outside the perimeter. I have tried elephant foot compensation, chamfers, but its always the second or third layers that extends outside the perimeter.

I have attached the Prusa Slicr 3mf file with the settings used for the prints below.

My first suspicion was temperature and/or cooling. I have experimented with settings that deviate from my normal PETG settings for the filament I use, AddNorth PETG. But the bulge is still there. I use Pursa Slicer 2.1.0+linux64.

Retry adding slicer project file.

Still fails with "Filetype not allowed". 

How do I add the .3mf file?
