Not Exactly Layer Shifting Issues / Misalignment

I am getting misalignment consistently around the same layer lines. I checked my STL and moved the print around the bed, but the issue does not go away. 

I just got this MKS3+ about 3 weeks ago and have had successful prints except this model. 

It seems to be happening after the infill gets a top perimeter and the printer continues to print above it. 

PETG/230C/77C/Satin/Textured

I hesitate to call it a layer shift, because the filament expands out on all four sides of the model.

This is a well-known phenomenon, with more than 20 pages of discussion in this forum.

TL;DR: Many suggestions, no universally applicable solution.

Yes, appears that there is no real solution. But at least you got me the correct term to search for.
