Gluing PLA and NinjaFlex

Does anyone know of a glue that would create the strongest possible adhesion between PLA and a flexible TPU like NinjaFlex?

For context, I have printed PLA squares with 3mm thickness and semi-circular NinjaFlex "folds" of 3mm thickness to create a stackable structure, so there is a limited contact area between the faces and folds (3 mm x 100 mm). I have tried Gorilla Glue and a Loctite for plastics, and while both are strong, when a force is applied to the NinjaFlex folds, the force is imparted on the glue instead of the fold itself, and it comes off. 

I will likely increase the thickness for a better seal, but I would appreciate any recommendations for glue!

Pictures sure help  What I am picture is a dagwood sandwich of PLA squares and round half-gaskets stacked up, loaded up with glue between the layers like katsup. Which material does the glue stick to?

Thanks.  Nice.

Gluing to PLA - that's the hard part.  The best "glue" for PLA is acetone.  I don't know if acetone will soften your ninja flex, but if you soften the PLA with acetone (it'll get gooey momentarily) you might be able to get the gooey PLA to ooze into surface gaps in the ninjaflex - if you're fast enough.

Other than that, think about a trap for the ninjaflex - a snap together piece of PLA that traps the ninjaflex mechanically at the edges.

Or maybe plain old contact cement would work...
