I have a car from a game which has an insanely detailed interior, and very thin windows. I would love to have it so that i can print the detailed exterior, with the interior basically filled, and with thickened windows. Is something like this possible with any free software?

Blender, Meshmixer, Poser, Daz3d, 3D-Builder, TinkerCAD, Fusion360 ... though some aren't free; all require a steep learning curved to get good results.

I agree with you. And that's when you have to start questioning whether the hours of work is worth the finished product.

Late to respond. Look at some of the FreeCAD tutorials for importing and converting stl files. It may work for you. And it is free.

You can add/merge a block, cylinder etc. to the part in Prusaslicer to wipe out interior detail as desired. That is how I handle it most of the time. I just size and position the merged piece as needed. Fill hole, gaps or pockets and more.

Yes, it’s definitely possible to modify your 3D model of the car to print only the exterior, fill the interior, and thickened windows using free software.
