Can someone tell me what causes this on the first layer

As you can see from the pic, on the first layer I sometimes get these small rough or blotchy spots.  the object ends up being printed just fine except that on the outside edge it is a little rough where this occurred.  what causes this?

The pic is not really good. Looks to me like a first layer Z-value a bit too low, where on the shorter tracks the nozzle pushes the filament more than on the longer tracks. To achieve a very good first layer, I as many others use Jeff Jordan´s first layer calibration method; if spots looking different persist, I´d proceed with Prusa´s bed levelling advice.

Since I've already done the live Z cal according to the above I decided to do a 2nd print.  as you can see from the pic the first layer looks good although there are issues with the supports layer.  could this be issues with the filament consistency/quality?  I'm using Hatchbox like I have in the past ...

Clean your bed with basic dish soap and plenty of HOT water to rinse it away.  You need really good clean bed for those support bottom patterns to stick properly.  I know you will see many many posts all saying the same thing but that's because its true.   Get you bed cleaned properly and the live z dialled in (which it looks like you have now) and you will be surprised at how well things will stick to the smooth sheet.

how often do you need to clean the bed.  I did a while ago using dish soap  & hot water but have done about 12 prints since then ...

I probably clean mine every 3-4 weeks, so 15-20 prints on average lol. Then again I’m pretty careful about not touching the bed now. I also don’t mix materials anymore, I use one sheet for pla and another (non Prusa one) for PETG which has a pei sheet like the Prusa one on one side and bare steel on the other, which I use for my occasional ABS prints.

I have a different first layer problem, and I do not understand why this happens... Does somebody know? And can they please help me 🙁 this is only one spot. But a lot of times I have a lot of them 🙁

That looks like what you get from a finger print. The oils from your skin cause localised issues. Clean with detergent as mentioned previously. It’s why you don’t touch the bed at all.
