Bubbling / raising on petg bottom layer

Hi There

I am thinking that either my bed temp is too hot or my z axis is too low but I get these splits and bubbles in my bottom layer.  What do I tune to get rid of this?

It's PETG and i'm running a 90 degree bed temp.

That's bed contamination.
