Wispy, hair-like filament causes no extrusion?

I've been running into an issue where filament stops extruding mid-print, leaving behind a wispy, uneven top layer on whatever layer the filament stopped printing at. In addition, every time I unload the filament it has a long (3-5 inches) wispy hairlike tip instead of the expected bulbish tip. Usually I just snip off that part of the filament, leave the machine alone for a couple hours, and it gets back to printing okay-ish.

Is there a way for me to complete resolve this issue so I don't run into it anymore?

 

One more issue I've been noticing is that occasionally my prints will have a layer completely skipped or missing. The rest of the print continues with no issue, but I'm not sure why that layer was skipped. I've really only noticed this when using the white Prusament PLA.

May be a slicer issues if you uploaded gcode needs to be in a zip file someone could check it
