Slic3r PE 1.42.02 - soluble interface is not just an interface?!

Hi,

I've been trying to slice a model in Slic3rPE to print with filament 1 as the model and support, and filament 2 as BVOH soluble interface.  Problem: the BVOH is incorporated into the support structure in places other than interface, meaning the print uses more (expensive) BVOH than at all necessary. 

Does anyone know why this is? Ia it a bug in 1.42.02, or are there settings somewhere I need to change?

This same thing also happens in Slic3R PE 1.42.0-beta too.  Wtf?
