Prusament PETG Jamming / strange filament casing?

I've been attempting to print Prusament PETG unsuccessfully.  Other PETG's print beautifully (Hatchbox, etc), but a brand new roll of Galaxy purple consistently jams my extruder after 30-60 minutes.  After removing the filament jam, I noticed this very odd looking end of the filament.. ie appears to have some sort of casing and the purple contents of the filament casing has been "sucked out"?

Anyone have any guess as to what this is, what I'm seeing and what may be wrong?  I've definitely never seen anything like this before.

Thanks!

Have you tried a cold pull, clean the nozzle with the needle that comes with the printer?  I have issues for the first few prints sometimes when changing from colder PLA to warmer PETG - it takes time for the old filament to get pushed thru.  If you are switching from a hotter filament to PETG, it might just be build up that PETG can't push through.  A cold pull can tell you if you're gunked up and fix it.

Well.. it turns out I'm just an idiot.  I *thought* I had ordered Prusament Galaxy Purple PETG.  Turns out I ordered Prusament Galaxy Purple PLA.

I never looked at the order confirmation, shipping info, box, or spool and just loaded it up as if it were PETG....

So this is what happens when you print PLA at PETG temps. lol :/
