Hot end Question
This is my first 3D printer and I'm assembling the MK3S kit. Is the block that the nozzle screws into suppose to rotate freely?

Don't take my word for it, but I believe so. There should be a gap between the block and heatsink. Once you install the nozzle the block will stop moving.
Don't be like me and forget to retighten the nozzle after heating it up WITHOUT filament. That will lead to your brand new pristine nozzle looking like a disaster 😔

no, it should not rotate freely, when everything is thigthened as it should be nothing should be moving.

Correct: the nozzle must be tightened to contact the heat break to 3nm (per the E3D instructions listed above) - the heater block is nothing more than a coupler. The coupled nozzle and heat break are then screwed into the heat sink (with thermal grease) and tightened. The assembly must be rigid, with no loose parts.
A common mistake is to tighten the nozzle into the heater block. This allows the heat break to rotate and leak. The surface being tightened - first heating the hotend to 285c per the instructions - is the nozzle-heat break contact. These are torqued to 3nm to ensure a good seal.
The HEX of the nozzle must not contact the heater block.
