Odd stringing problem

I'm experiencing an odd apparent stringing problem; it appears that stopping the extrusion is lagging moving to a new location as the strings are initially full size and then cut off sharply.  See attached picture.

Most stringing, 95% plus, is damp filament.

I live in a desert (Utah). It has been unusually hot and dry here this year. I have had my printer and used it extensively for over two years without stringing problems with Prusament PETG.  Humidity in my office is 45% today.
