Layer issues at same height on all prints
Just started happening about a month ago. Any print that reaches this height on this side of the printer develops these lines and slight shifting. it goes away several millimeters up. Its not the STL's or anything.
Is this from something in the z-rods at that height, the screws? Ive tried tightening all the belts etc. Would love to get this smoothed out.

Check the underside of the print to ensure there is no slight warping occurring under those areas. Warping can result in lower layers being a bit squished and distorted but evening out as the print gets higher.

When I get home from the office I will check whats under the plate as well. Its happened on prints on that same height, same area of the print bed, hence the orange outline on the bed, its just that side. Ive moved the printed, etc and worked on the extruder some. The issue on the print on the left side happened before the extruder work (had some filament snap) and the print Im holding in my hand happened last night after that work. So weird.
I wonder if its X/Y being off or Z rods having issues there?

Try a full-plate print and see if adhesion is bad on that part of the sheet.
