To my knowledge, Cura does, PSlicer does not. Sometimes it is better that holes are undersized and you can drill them to the exact dimensions. Just allow 3-4 perimeters so you don't dig into infill. You can calibrate for overall shrinkage, but generally holes will shrink more. Most models design for this, but if the model was designed for PLA and you are using PETG, you might find holes a bit smaller. When you have non-round 'holes', you have a problem.

Hole size is also driven by the tolerance of the .stl file.  .stl files only use lines, not arcs when defining a circle.   The Intol/outtol value, error from perfect, is a setting when creating an .stl file.   I make mine fine.  At least .001"/.025mm.  Smaller if available and needed.  For a precise hole, I test and adjust the hole size to within .01 mm.   Speed, layer height and material can all effect the size.  

CAD companies and Slicers all need to support more advanced, open formats.  Example .amf.   Ones that overcome the many problems .stl files have.  .stl are least common denominator defintions, which is often least useful.
