Horizontal lines on vertical flat surfaces; especially near holes - please help

I printed a box recently (twice) that had two holes in the side. In general the 4 sides of the box are flat but not smooth. I don't mind seeing layer lines but there are some weird banding issues happening here and I wonder if they could be adjusted out?

I also created a small test part with a vertical wall and 2 holes...it also had the banding. The box prints in 3.5 hours...the test part in 15 minutes.

The most noticeable bands are aligned with the two holes. Clearly the holes are affecting it.

Does anyone know what cause this?

Here is my setup and settings:

Prusa MK3S - stock parts, 1 month old.

Material: Overture PETG 1.75mm

Belt status: X: 285, Y: 277

The X belt sounds like a low bass sound. The Y belt more like a guitar.

Prusa PET settings in Prusaslicer. No infill, 2mm layer height, .94 extrusion multiplier, 6 perimeters, 5 top layers, 4 bottom layers, no support, everything else set to the Prusa PET settings.
