2nd layer problems (picture included)

Printing amz3d PLA on recommended settings, everything for the first layer seems fine. No gaps, looks good and sticks to the bed. But I get this for the 2nd layer

I thought it was the nozzle, since I was using the one that comes with the printer. So I got an e3dv6 hardened steel. The prints look a lot better (or maybe it's just placebo) but can't really continue after starting the 2nd layer.

It was a lot worse, and adjusting the Z line down (closer to 0) fixed a good chunk of it. I can't raise the nozzle anymore or else the filament has adhesion problems. But it's always in the same spots. Oddly enough, it's happening on the other side of the steel sheet as well. I cleaned both sides with dish soap, applied glue and rubbed in with ISO like I always do.

If you can't raise it lower it more works for me. See how low you can go.
