Poor Surface Finish

Has anyone had an issue with these types of artifacts in the surface finish?

Filament is not dragging. The X/Y axes are moving smoothly. Unable to influence with flow rate adjustments.

Printer is a brand new, factory assembled MK3S+

Surface Finish Y-Axis:

Top surface, 6 layers, 30% infill:

Printer right next to it, smooth finish:

The issue was due to vibration from another printer. I moved to another table and it cleaned up. Silk shows everything man.
