To judge the first layer Z we ask for a clear picture of the first layer Z calibration print *on the print sheet*. The bottom of a failed print often helps as well.
I can't really judge from that picture as there's some motion blur but I can see some fingerprints on the sheet that would affect adhesion. Look up threads about cleaning the print sheet and if the problem persists come back with a new picture.

It looks like the issue I was having setting up my MK3 yesterday. The filament wouldn't stick to the sheet because the Z height was to high. I kept running the first layer calibration and the Prusa test print and ran the Z height down to -1.750. The directions scare you not to go too low, but it took quite a bit to get it right.
