It's always risky buying second hand kit - you never know how it's been treated.
A couple of general comments: So many Benchy remixes and variants have appeared in recent years that an unspecified Benchy is no longer a good diagnostic tool - download the original file from: https://www.3dbenchy.com/ - this is the file to use for diagnostics.
But I wouldn't bother printing a Benchy unless there was some subtle issue to diagnose, your problem isn't subtle.
- and - white and pastel filaments are the trickiest to print as they contain so much pigment that the melt doesn't behave like other colours, it often becomes non-Newtonian. Grey is often the best colour for problem chasing.
The two most likely causes of your issues are: If you have (re)built from scratch you may have misaligned the grub screws on the X and/or Y drive pulleys.
Or:
Your belt tension is wrong.
Tighten the belt until it just begins to make a low musical note when plucked... while you're at it put a tiny dab of silicone grease on your smooth rods, not the lead-screws.

It MUST be printed in Prusament PETG or the spring tension will be wrong.
I suspect you have another issue masked by the rippled extrusions but let's clean them up first.
