brand new printer out of the box, feeding issues
issues of purge line skipping. Clicking sound coming from extruder. Issues didnt come up again until after the 2nd layer where clicking came back from extruder. Ive tried different brands of filament, formatted card, tried using new file from prusa slicer but nothing is working.

I'd check the grub screw inside the extruder. Is it tight against the flat part of the motor shaft? If you are at it, check the alignment of the gears and the PTFE and the filament channel above. (see: https://help.prusa3d.com/guide/5-e-axis-assembly_169235#169773 )
If this does not solve your problem, increase idler tension (the screw with the spring on the other side) just a little bit and try agin.
If at first you don't succeed, skydiving is not for you.

I concur. If it is neither one of those and if the filament is popping when it does extrude, consider drying the filament. That can also affect extrusion.
