Replaced gobbed up extruder, can't pass heater/thermistor test

I had a massive plastic spaghetti monster completely enclose my extruder leaving me no choice but to build a new one out of parts.  When I run the Setup wizard with this new extruder I'm failing the Extruder heater/thermistor test.  No matter how many times I run the test.  However, if I do a preheat, everything is fine.  The indicated temperature is within an acceptable tolerance of what my IR temp gun says it is.

I'm not sure what to do here.  I'm not happy with being unable to pass the setup wizard's checkout of the system, but ... it seems to be OK?  Since I had to take the old extruder off, I'd be much more comfortable with the calibration process the wizard performs.  Since I know the extruder can reach preheat temperature of 260C, I'm sure everything is functional.

Any advice?

Turns out my heater was too low wattage.  Fixed.
