Aggressive Front Fan Cooling Cycles are leading to "THERMAL RUNAWAY" error when printing first layers

I have a Prusa Mk2.5s running 3.14.0 firmware. 

I have been having this issue for the past 3 years now where I would get a "THERMAL RUNAWAY" error after 1-3 layers being printed. 

After watching a test print, the following happens:

- Print starts, the (Front) Fan Speed is at 28

- At Layer 1, the  (Front) Fan Speed is at 84. This often leads to the "THERMAL RUNAWAY" error. 

- At Layer 2, the  (Front) Fan Speed is at 170. This will lead to the "THERMAL RUNAWAY" error. 

- At Layer 3, the  (Front) Fan Speed is at 255. This will lead to the "THERMAL RUNAWAY" error. 

I am able to resolve each of these issues by manually tuning the fan speed back to 28. 

I have tried different firmware versions, yet the issue persisted. I have tried replacing the front cooling with no changes. I also checked the voltage of the front cooling fan, which is 12v (both the original and replacement). 

I would like to find a solution where I don't have to watch over my printer for the first 3 layers due to this issue. Any advice would be appreciated.
