Little update from my side.

I have used the scrubbing sponge stuck some people here suggested, and that made a TON of difference, you can indeed also feel the huge difference with your fingers (I did al my textures plates on one side now).

For a big PETG job I had last week for printing multiple hundreds of boxes I found that cleaning them only with hot water and soap was the only reliable way, the the beds where good to do ~2 day's of none stop printing without cleaning in-between.

It kinda feels as if cleaning with IPA does not get rid of some residue left by your fingers.
And if you clean the beds as I do, whipping the full bed including the area's you use your hands on, it could lead to worse print experience as you spread this residue now onto your print area. This would explain why the more times I try to fully clean the bed with IPA the worse my adhesion becomes to the point that even the skirt does not stick anymore. 

Then cleaning with hot water an dish soap seems to remove something that IPA does not?

So I guess the search is on to find a cleaner that enables to clean the bed with a simple whip and no running hot water.

In my case it started being more difficult to stick after a few prints.

I decided to keep one side "stock" and the other I used the coarse side of my sponge and what a difference! I do want to add that you need to use a sponge with a pretty coarse side and NOT one that has a "non-scratch" coarse pad. In my case, my blue sponge wasn't enough to make the surface rougher but the green side of my yellow sponge was.

I also slowed down my first layer speed to about 10m/s as I was struggling with finer details.

I had similar problems and found that changing from IPA to Windex was the game changer. No scrubbing.

I have nothing to add of value. except I agree that texture is a pita to get pla to stick to.

same here — after using a grease-cutting dish soap (dawn), hot water and scrubbing very hard with a scotchbrite sponge (blue) a few times (rinse with hot water, dry with paper towel, wipe with 91% alcohol only when the plate is cool) it now works perfectly.
