Bad PLA quality?

Ended up purchasing some cheap chinese PLA and have lots of trouble with it.

For example, when doing a cold-pull, it's impossible to push the filament through when the hotend is at 170°C to below. With the cleaning filament, I can usually still push it through at 80° or 90°C. 

At 215°C, the resistance is so great, the extruder grinds the filament. So I'm printing at 230° and even that seems to be too low.

Is there any chance, this isn't PLA after all? According to the instructions, 195°-215°C is the recommended printing temp.

i use Prusa filament as benchmark then branch out to other filament brands.
that way, i know something is wrong if the other brands or cheaper filament is not working as expected

the local brand from my country is giving me shit loads of problem compared to Prusa.
i'm trying to figure out what's wrong with it. 
it is in my filament dryer now and if it still does not work, it will go into trash bin.
no point wasting time on it.
time is more precious than filament cost
