Top Layer
I would like a smoother top layer.
Is one of the preset Print settings better to use?

The ironing function is intended to smooth top layers - but for your print I would just flip it over and print face down - then your choice of build plate dictates the surface finish.

Im also not getting a great first layer. 
This is Hatchbox, which I usually have good results with.

I looked again, I thought this was Hatchbox, but no - it;s Jessie premium PLA from PrintedSolid.com
Im going to go back to my Hatchbox filament.

That's slightly odd - try turning the build sheet over, does the same effect appear on both sides?
