Top Layer
I would like a smoother top layer.
Is one of the preset Print settings better to use?
The ironing function is intended to smooth top layers - but for your print I would just flip it over and print face down - then your choice of build plate dictates the surface finish.

Im also not getting a great first layer. 
This is Hatchbox, which I usually have good results with.

I looked again, I thought this was Hatchbox, but no - it;s Jessie premium PLA from PrintedSolid.com
Im going to go back to my Hatchbox filament.
That's slightly odd - try turning the build sheet over, does the same effect appear on both sides?

no, the bottom is pretty smooth most of the time. Sometimes both bottom and top are bad. Just not consistent.

I have tried Hatchbox and i am still getting random streaks.

The side of the build plate used does not matter.
