You might want to skip the ISO as right now, from those photos it still looks dirty.
Warm water, small drop of dish soap and wash it with that. Rise completely off, once you think its rinsed, repeat rinsing.
For drying, I would use either paper towels, or best is to let it air dry

Also which iso are you using 90% is recommended, 70% doesn't really work too well.

You probably want both:  Choose one regular cleaning method then use the other once every few weeks to pick up residues that are insoluble in one of the solvents.

Cheerio,

You can carefully and lightly sand the PEI layer on the plate with the rough side of a dish sponge while it is dry. The layer will become a little dull, but in the end it doesn't matter (you are not printing a mirror surface) and it is not visible at all on the print, but the adhesion will improve significantly. Incidentally, this procedure was also recommended by Josef Průša at the time when MK2 printers appeared, when the same foil was glued directly to the build plate. And if that fails, spraying it with a light mist of 3dLac will safely fix it. 3dLac residues can be washed off with IPA, but this is usually not necessary.
