Layer banding/ripple/distinction/line at material boundaries (lots of material to less material)

I don't know the best way to directly describe this, but as I'm printing models on the mk4 I see this banding effect as the print goes up the z axis.

The pictured example you can see horizontal lines that align with a transition between a thinner/less material later, and a larger one. I've also seen this on simple prints were say it's a cup with a 5mm thick base that transitions to open for the top portion. Right at the transition of the last layer on the 5mm base, I can see banding as it goes to the basically wall/perimeter type of layers.

I don't think this is purely a IS issue, as I'm pretty sure I was seeing this before switching to IS. But I do know that my mk3 was not doing this.

MK4, .4mm nozzle, PLA material, no enclosure.

Any thoughts from all the gurus out here?

Did you find anything ? I have the same problem, so if anyone has an idea I'm interested as well

Unfortunately I haven't found anything as of yet, other than if I'm printing multiple objects it seems to be a bit better. This is making me think it's like uneven temp cooling or something.

Minor Update.

I got my mk3 to mk4 upgrade done. The second machine is producing the same result. I've tried all the different default layer height variants for the input shaper. I also had a friend of mine try a file on his machine and it had the same problem. He also tried the print with input shaping off, which improved the artifact, but it still persisted, just to a much lower degree.

I've also gone through and done a full re-tension of the X and Y belts to see if it has made a difference and I'm not seeing one. I'll probably try different filament temps or extrusion multipliers next.
